You will be taking either a domestic or foreign policy issue and will write a position paper over the issue. A position paper is a type of essay in which you express your opinion on a topic or subject. However, even though it is your opinion, your opinion must be backed up with verifiable facts. Your opinion, in business, politics, and most of your daily life, means nothing if it is not grounded in hard core, verifiable facts.
The position paper will essentially be your plan of action regarding how to “solve” a foreign or domestic policy issue that faces the United States. Understand that there are likely NO perfect answers on how to deal with an issue, instead you’re putting forth a plan of action to implement in an effort to help alleviate the stress that surrounds the specific issue that you choose. The paper should provide a smooth line of thinking and flow of thoughts, backed up by solid evidence.
There are four basic parts to this position paper:
1. the Introduction:
This is where you should hook your reader. It should elucidate the issue you plan to discuss as well as give a basic overview of the issue at hand and any the problems that surround the issue (the problems are what you are going to “solve” in the position paper).
2. the Body:
This is the background information on your issue. It can give a brief historical sketch of the chronology of the issue, including historical facts. You will also outline BOTH sides of the argument. This will be done by conducting some basic research on the issue. When you present both sides of the argument, you will demonstrate to the reader that you are objective and have done enough research to know the pros and cons of both sides. This will make your argument (your proposal to solve the problem) must stronger.
3. Proposal:
This part will be where you put forth your possible solution to the issue. In this part, you will explain how you will solve the problem, what items will be necessary in doing so, which branches of government will be involved, and will extrapolate how you see the issue working out in the end–so your intended final outcome. You will use facts to back up your assertions. This is the area that is the “meat” of your paper. This will demonstrate how well you’ve looked into the problem and whether you’ve considered all the angles of the issue. Try to imagine what individuals who are against your opinion might say in an effort to discredit the proposal. Then, ensure you provide solutions and address these issues.
4. Conclusion:
This is where you will restate your key point(s) regarding the issue. DO NOT introduce something new in the conclusion paragraph. You’re summing up the issue and tying it all together.
How will you be graded?
Based upon the attached rubric. Understand that this assignment is 200 points total. Look through the rubric and determine how you will be graded according to each category. However, I will draw your attention to the fact that 100 of the 200 points will be based upon your proposal in the position paper. I will look heavily at this section and scrutinize it, as it is the entire crux of the assignment. You’re attempting to implement a proposal to help with the issue that you have researched.

You will need to do some research. In doing so, you can utilize the internet to research your issue. A good rule of thumb is to utilize .edu and .org websites. These are typically (but not always) better research websites. Stay away from .net websites. When using .com websites–you must be diligent in determining if the website is legitimate. You will need to have 4 cited websites that you utilize in your paper. Stay away from blogs or news websites other than NPR. Most new stations have a political “slant” to their reporting and do not report the facts objectively.
Citations:
You will need to properly cite ALL websites that you utilize and include them on a Works Cited or Bibliography page at the end of your Policy Position Paper. I am NOT picky about what citation form you use, however, select a format you’re comfortable with and use it properly. You can use MLA, APA, or Chicago/Turabian. My preference is Chicago/Turabian, however, most of you are not taught this style, so I will NOT count off if you use one of the others. However, utilize the style you choose properly and ensure you’re including ALL aspects of the style.
Failure to utilize a proper writing format/style will result in your paper being plagiarized.
General format of the paper:
Papers must be in 12 point font, Times New Roman, Double Spaced. Whatever style of writing you use (MLA, APA, Chicago/Turabian), utilize the method they suggest in formatting your paper otherwise (things like heading, cover page, headers, etc.)
The paper MUST be submitted in a PDF format. So, you can type it in whatever word processing program you prefer, but it must be submitted in PDF.
Understand that this paper should not be a “one-pager.” Most of the issues at hand are complex and will require critical thinking and problem solving skills in order to create a solution. The paper should end up about 750 words total (or about 3 double spaced pages.)
